How IRWD's budget makes leaks show up
Each IRWD account gets an indoor allocation based on the number of residents and an outdoor allocation based on landscape area and weather. Water used within budget is billed at lower rates; usage above it moves into progressively more expensive tiers. A toilet that runs silently or a slab leak running day and night can tip a household from in-budget to the top tiers in a single billing cycle.
Check that your allocation is right first. If the number of people in the household or your landscape area changed and IRWD doesn't know, the budget may simply be wrong, and you can ask them to update it.
Recycled water lines are separate
Many Irvine common areas, and some homes, use IRWD's recycled water for irrigation through separate purple-coloured pipe. If your property has a recycled-water meter, check both meters: a leak on the recycled side won't show up on the drinking-water meter, and vice versa.

If none of that explains it
In the older villages, the next suspect is a slab leak, and warm floors and a busy water heater are the clues. In condos and townhomes, check for water in walls shared with neighbours. A plumber will pressure-test the system in sections and then trace the leak with thermal and acoustic equipment.

Townhome and condo checks
In attached homes, the leak behind a high bill may be inside a shared wall or in a line that runs through a neighbour's space before reaching your fixtures. Ask your neighbours whether they've noticed damp walls, stains or musty smells near the shared side. If your unit has its own meter, a meter test still tells you whether the water is on your account.
Some Irvine associations keep plumbing records or plans for each building, which can show where your supply line runs. The management company may also know of past leaks in the same building, which often recur in the same places.
